Slow startup of auto UI

Describe the bug

Takes very long time to start using auto
Container gets stuck on "Loaded ViT-bigG-14 model config." for over 5 minutes before continuing startup.

• OS: Windows 11
• OS version: 23H2 OS Build 22631.4169
• WSL version (if applicable): 2
• Docker Version: 27.2.0
• Docker compose version: v2.29.2-desktop.2
• Repo version: cloned from master yesterday
• RAM: 32 GB
• GPU/VRAM: RTX 4060 TI 16GB VRAM

I am trying to migrate the repo from Linux to windows , encountering the same issue.

after some inspection, found out stable-diffusion-webui/blob/modules/sd_models.py#L165

model_list = modelloader.load_models(model_path=model_path, model_url=model_url, command_path=shared.cmd_opts.ckpt_dir, ext_filter=[".ckpt", ".safetensors"], download_name="v1-5-pruned-emaonly.safetensors", ext_blacklist=[".vae.ckpt", ".vae.safetensors"], hash_prefix=expected_sha256)

there are always download SD1.5_v1-5-pruned-emaonly.safetensors at the startup.
