[request] add moveToElement function

Hello,

Would it be possible to add movetoelemnt function in order to deal with mouseover menus ?

found this but my skill in PS and CS are not able to convert it to a proper function :

In the meantime,
These 2 lines are what you are looking for.

    $Action = [OpenQA.Selenium.Interactions.Actions]::new($Driver)
    $Action.MoveToElement($Element).Perform()

Here's a very simple example of it at work.

function Set-SeMousePosition {
    [CmdletBinding()]
    param ($Driver, $Element )
    $Action = [OpenQA.Selenium.Interactions.Actions]::new($Driver)
    $Action.MoveToElement($Element).Perform()
}

Example

$Driver = Start-SeChrome -Quiet
Enter-SeUrl -Url 'https://www.w3schools.com/howto/tryit.asp?filename=tryhow_css_js_dropdown_hover'
switch-seframe -Frame 'iframeResult'
$Element = Get-SeElement -By ClassName -selection 'dropbtn'
Set-SeMousePosition -Driver $Driver -Element $Element

I'm starting the work on this now.
I will close this specific request, but this will be implemented as part of #122 ticket, which is to add not only MoveToElement but all other interactions (Drag & drop, scroll, key down / key up, etc...)

ETA is October 4th for the release of V4, which will include this change.
