The change log for release 2.4.0 appears to be the 2.3.0 version as there are no changes listed under 2.4.0.

I'm guessing the issue is that the change log page http://arduino-esp8266.readthedocs.io/en/2.4.0/changes.html does not have any information for 2.4.0.

Since we are now placing change logs on GitHub releases, I think we can just remove this file from the repository.
