Tooltip chart-2 tooltip

I need tooltip to be enabled by default...
Onclicking a button I need to show all tooltips and on clicking another button i need to hide all tooltips...is it possibel?

If the issue is till relevant, please check out chartjs-plugin-datalabels, it should give you necessary tools to implement such functionality.
